The RS0403-21 No Waste replacement spindle is for use on Palmer RD404-21
single roll toilet tissue dispenser and RD424-21 double roll toilet tissue
dispenser. This spindle keeps the roll tissue is under constant tension
for controlled delivery but does allow full rotation where the RS0201-21 spindle allows tissue to
rotate half a revolution.
